１９４９年来の宣教ＤＮＡ《アメリカから日本へ》
振り返れば1949年、大戦が終わって間もなくのこと、アメリカの福音自由教会 （Evangelical Free Church） より、カルヴイン・ハンソン師が初の宣教師として来日されました。戦後のキリスト教、英語ブームを反映して、埼玉県大宮ではすでに従軍牧師による英語のバイブルクラスが盛況だったようです。敗戦したものの、青年たちはまだ見ぬアメリカに強い憧れを抱いたのでしょう。宣教師を通して異文化に触れ、英語を熱心に学んでいました。宣教師も熱心に日本語を学び、日本人を愛したことでしょう。
｢聖書が語る神について、もっと知りたい。」青年たちの思いを肌で感じたハンソン師がバイブルクラスを引き継ぎ、さいたま浦和の地で本格的に宣教活動を開始します。こうして「日本福音自由教会」が生まれ、その働きは日本人牧師に引き継がれてゆきました。現在では北海道から沖縄まで、全国65箇所の教会が生み出されました。ここに戦争というマイナスな出来事をもプラスに変えらる、神の大いなるリーダーシップを見る気がします。
｢こうして教会は、ユダヤ、ガリラヤ、サマリアの全地にわたり築き上げられて平安を得た。主を、恐れ聖霊に励まされて前進を続け、信者の数が増えて行った。」（使徒９：３１）
２０００年以降の変化《郊外から都心へ》
これまで、わたしたちの団体は郊外のベッドタウンを中心に宣教を行ってきました。東京では、東京武蔵野／立川／東村山教会がありましたが、東京23区には長期に亘ってありませんでした。そしてこの20年の、時代や社会の様々な変化を見る中で、都心での宣教の必要性が浮かびあがってきました。
- 若い世代が都心に多く住み、特に中央区や港区で人口が急増している。
- 世界に影響力のある人が多く住み、かつ家の宗教に縛られずキリスト教に好意的な人が多い。
- 人が移動する時代、地方から上京するクリスチャンの青少年、海外で教会に導かれ帰国した人、さらに日本で聖書に触れる外国人などの受け皿となる必要がある。
- かつて、教会学校やミッションスクールで聖書に触れたことがある方が多く暮らしている。
- 教会教職者の平均年齢がすでに６５歳に達し、青少年の育成が急務である。……今こそ、都心伝道に着手する時なのではないか。
２０１８年、ミニストリー発足へ
- シンクタンクにおける都心伝道の可能性についての２期６年にわたる調査研究の末、2018年5月、12教会の賛同を得て、「東京都心ミニストリー」が発足（その後さらに9教会のご参加を頂き、2021年4月時点での賛同教会は計24教会となっています）
- 同時に役員会も成立。メンバーは、会長：高橋秀典（立川EFC）、副会長：坂野慧吉（浦和EFC)、書記：横山誠（戸田EFC)、会計：服部真光（大治EFC)、高橋正則（宇治EFC)
2019年4月国内宣教師（牧師）として下村明矢を任命 - 本ミニストリーの目的は、東京都心において「あらゆる国の人々をキリストに導き、キリストの弟子として育成し、主の召しに応じて世界にその弟子を派遣する」ための教会設立を目指すこと。その責任主体としての拠点教会は、礼拝共同体としての地方教会となります。組織としては日本福音自由教会協議会に属しますが、その効果的な実現のために、各国の福音自由教会、並びに世界の諸団体との関係を求めます。
- ちなみに2019年には、ニューヨークRedeemer教会を訪問し、Grace City Church Tokyoでのインターン研修を行いました。2020年10月には City to City のインテンシブ・ジャパンの研修に参加しました。
- そしてこの度、東京センターチャーチ (TCC) 設立によりこのミニストリー当初の働きは終えますが、複数の教会が起こされることを今後も祈り求めていきます。

Missionary DNA Since 1949: From America to Japan
Looking back to 1949, shortly after the war ended, Reverend Calvin Hanson arrived in Japan as the first missionary from the Evangelical Free Church of America. Reflecting the postwar boom in Christianity and English, English Bible classes led by military chaplains were already thriving in Omiya, Saitama Prefecture. Despite defeat, young people likely harbored a strong fascination with the unseen America. Through missionaries, they encountered a different culture and eagerly studied English. The missionaries, too, diligently learned Japanese and surely loved the Japanese people.
“I want to know more about the God the Bible speaks of.” Feeling the young people’s desire firsthand, Pastor Hanson took over the Bible classes and formally began missionary work in Saitama’s Urawa area. Thus, the Japan Evangelical Free Church was born, and its work was gradually handed over to Japanese pastors. Today, 65 churches nationwide have been established, stretching from Hokkaido to Okinawa. Here, I sense God’s great leadership, turning even the negative event of war into something positive.
“Then the church throughout Judea, Galilee and Samaria enjoyed a time of peace and was strengthened. Living in the fear of the Lord and encouraged by the Holy Spirit, it increased in numbers.” (Acts 9:31)
Changes Since 2000: From Suburbs to City Center
Until now, our organization has focused its mission work primarily in suburban bedroom communities. While we had churches in Tokyo Musashino, Tachikawa, and Higashimurayama, we had no presence in Tokyo’s 23 wards for a long time. Observing the various changes in society and the times over these past 20 years, the necessity of mission work in the city center has become clear.
- Many young people live in the city center, with populations rapidly increasing especially in Chuo and Minato wards.
- Many influential people reside here, and many are open to Christianity, not bound by their family’s religion.
- In this era of mobility, there is a need to provide a place for Christian youth moving to the city from rural areas, those who were led to church overseas and have returned to Japan, and foreigners encountering the Bible in Japan.
- Many people living here have previously encountered the Bible through church schools or mission schools.
- The average age of church clergy has already reached 65, making youth development an urgent priority. …Now is the time to begin urban evangelism.
2018: Launch of the Ministry
- Following a six-year, two-phase research study by a think tank on the potential for urban ministry, the “Tokyo Central City Ministry” was launched in May 2018 with the endorsement of 12 churches (subsequently, 9 more churches joined, bringing the total number of endorsing churches to 24 as of April 2021).
- Simultaneously, an executive committee was established. Members: Chairman: Hidenori Takahashi (Tachikawa EFC), Vice Chairman: Keikichi Sakano (Urawa EFC), Secretary: Makoto Yokoyama (Toda EFC), Treasurer: Masamitsu Hattori (Oji EFC), Masanori Takahashi (Uji EFC)
- April 2019: Appointed Akiya Shimomura as Domestic Missionary (Reverend)
- The purpose of this ministry is to establish churches in central Tokyo that “lead people from every nation to Christ, nurture them as His disciples, and send those disciples out to the world in response to the Lord’s call.” The base churches serving as the responsible entities for this will be local congregations functioning as worship communities. Organizationally, it belongs to the Japan Evangelical Free Church Association, but to effectively achieve its goals, it seeks relationships with Evangelical Free Churches in various countries and with organizations worldwide.
- Incidentally, in 2019, we visited Redeemer Church in New York and conducted an internship training program at Grace City Church Tokyo. In October 2020, we participated in the City to City Intensive Japan training.
- With the establishment of Tokyo Center Church (TCC), the initial phase of this ministry is now complete. However, we continue to pray for the planting of multiple churches.
